Per Theodor Haugen (b. 8 October 1932) is a Norwegian actor. He had his stage debut in 1950. In 1959 he played the lead role in the movie Støv på hjernen (Dust on the Brain). He was married to Sissel Sellæg, with whom he had the son Kim Haugen, also an actor.
