Pendulum arbitration

Pendulum arbitration is the type where the arbitrator from the government or a specialist agency has to move to one of the bargaining sides. For example , a trade union is protesting and demanding an increase in wages by 25 per cent for worker , the management insists on the original wage level but might provide other fringe benefits. The arbitrator's decision can't be a compromise , whether the 25 per cent rise or nothing. However, both sides are not committed to follow the decision and most likely an industrial action will occur if the arbitrator kneels to the management side.
