Whoever can get me out of this mess!

I work at a large corporation which shares the same IP address. I believe user "pearking" (whom will not reveal themselves) has got the whole company blocked, at least a thousand employees. Many of us at this educational society would like the oppertunity to edit pages, and cannot do this anonymously or by creating a new account (due to Pearking). Is there a way to unblock the IP address but not allow Pearking to persist with their constant vandalism?
