Not all DOE operating units have the same copyright policy; some claim no copyrights while others reserve the right to as part of their contracts with DOE. Please check on the website of the specific agency (i.e., the national laboratory in question), or e-mail someone there, before placing this tag.

      ...which says "These documents may be freely distributed and used for non-commercial, scientific and educational purposes."
