Payne Ratner

Payne Harry Ratner (October 3, 1896–December 27, 1974) was Governor of the U.S. state of Kansas from 1939 to 1943. Born in 1896 in Casey, Illinois, he was a Republican. He died in 1974 in Wichita, Kansas.
