[edit] Freedom fighter

He joined the India’s freedom struggle while perusing his prost-graduation. On his return to Rajasthan he joined and worked with Sh Baldev Ram Mirdha through Marwar Kisan Sabha & then Rajasthan Kisan Sabha, which led to one of the country largest agrarian movement resulting in abolition of Jagirs in erstwhile estates of Marwar & Mewar by passing the historic Tenancy Law enabling cultivating farmers to be ‘owners’ of their own land.

With the merger of Kisan Sabha into Indian National Congress he started his public career in 1953 by getting elected to very basic of democratic level as Sarpanch of Village Chadi and then moving on to getting elected nine times as Member of Legislative Assembly Rajasthan. Retiring at the very helm as Speaker of Rajasthan Legislative Assembly.

In course of his public and political life he has been minister in Rajasthan Cabinit of General Admistrative, Revenue, Panchayat Raj, Cooperative, Forest, Colonization, Rehabilitation, Flood, Famine, Agriculture, Animal Husbandry, Community Development, Local Bodies and Sheep & Wool, Energy, Irragation Departments.

He did not forget his roots and people of Rajasthan gave him immense respect and recognition. He has earned a repute of formidable admistrator and a man of honor.

[edit] Political Background

In 1946, a retired DIG of police in Rajasthan, Baldev Ram Mirdha, created the Marwar Kisan Sabha in Jodhpur division of Rajasthan, primarily to introduce land reforms. The Kisan Sabha represented the Jats, and its merger with Congress after Independence gradually brought the community economic prosperity and political power to the Congress. But one prize has eluded this community, and that is chief ministership.

This issue has come to the boil time and again, mainly because in 1998, Parasram Maderna, the then Congress Legislative Assembly (CLP) leader, failed to become the state’s first Jat Chief Minister even though the party swept the state, winning 153 of the 200 seats under his leadership. Instead, the Congress leadership plumped for Rajasthan Congress Chief Ashok Gehlot as the Chief Minister instead of Maderna.

Maderna being mass leader and a man of honour chose to sit at home rather than shout out loud in public.

One of the issues of concern for the Congress Party in Rajasthan today remains the detachment of support of the agrarian community post 1998 debacle. The Jats are almost 18 per cent of Rajasthan’s population and are capable of deciding the fate of at least 50 seats directly. Naturally, a significant shift in the community’s vote spell trouble or boom for the party. The Jats have proved their dissatisfaction with the Congress in the consecutive general and assembly elections and from 1999 onwards the BJP has been winning a majority of seats.
