Overhaul paper

Overhaul paper, described in Extending HTTP to Combat Flash Crowds, is a system to combat flash crowds. It basically has the server go into overhaul mode when bandwidth becomes scarce, farming out chunks of files to different peers who are simultaneously downloading the same file. It then informs each peers of other peers who have the pieces that it did not give them, allowing them to use vertical bandwidth (between each other) to save time on bandwidth. The system has shown to be effective against flash crowds, while requiring modifications to both the HTTP protocol, the server, and the clients. The chunking is similar to bittorrent.
