Two Finns, John Kangas and Henry Maryland were garanted homesteads in Oulu, May 1889. They are claimed to be the first pioneers in Oulu area. Obviously the Finland-like nature attracted them and their followers.
Yes, Oulu, WI is nearly 100% Finnish with most coming from Old Oulu. Leo1410

According to the 2000 census, 40% of the population still claim Finnish as our primary ancestry. Msauvola 01:44, 7 December 2006 (UTC)
