The Windsor Spitfires are granted a franchise. The OHA is divided into a 2-division format. The Emms Division would consist of Kitchener, Hamilton, Windsor, Toronto, St. Catharines and London; while the Leyden Division would consist of Sault Ste. Marie, Ottawa, Kingston, Oshawa, Peterborough and Sudbury.
