Hi there! I realize that you wish to help, but please do not create messy stubs like this one. Unless you take time to do it properly, not only is this not helpful, but it also messes up my whole workflow. I would also like to bring to your attention the fact that this project, unlike yours in the Russian Wikipedia, is not about municipal entities, but about administrative divisions (i.e., it is based on OKATO, not on OKTMO).
