[edit] Human Rights Record of the United States
I don't like the idea of moving the article to China Human Rights Report, because that sounds like a report on human rights in China - probably the best solution would be to move the article to China's Human Rights Record of the United States. I was unaware of the existence of China's assessment of the human rights record of the United States, which is not surprising, as it is not exactly the kind of title someone would go looking for.
