The Northern Mariana Islands House of Representatives is the lower house of the Northern Mariana Islands Commonwealth Legislature. The House consists of 18 representatives coming from six precincts spread across the commonwealth. Four of the six precincts are multi-member constituencies. In a legislative coalition with the Democratic Party, the Covenant Party presides over the House with an ultra-slim majority, with Independents voting either way. The current Speaker of the House is Oscar M. Babauta of Precint 2 (Saipan).

The House of Representatives is one of the few state or territorial legislatures in the United States that is controlled by a third party; in this case, the locally-organized Covenant Party. Indepedents and Democrats help provide the Covenant Party a slim majority in the House over the Republicans.
