Unless I'm missing something, LUE 2 doesn't meet WP:WEB anymore than LUE 1 did. I expect the 'history' of the forum you were talking about at the help desk is also unverifiable by anyone who isn't a forum member themselves.
As for blocking, I don't think you need worry as long as you're willing to learn how to make good contributions to Wikipedia (and a lot of it is trial and error). The full policy is here, but in a nutshell, repeatedly inserting unencyclopaedic information after being warned not to will get you a block, generally for 24 hours. Continuing after the block generally leads to longer blocks.
