The One Percent Doctrine is a non-fiction book by Ron Suskind that details the events and actions by the United States that took place following the September 11, 2001 attacks. Suskind finds the title of the book from a quote by Vice-President Dick Cheney, where Cheney states that "if there's a 1% chance that Pakistani scientists are helping al-Qaeda build or develop a nuclear weapon, we have to treat it as a certainty in terms of our response. It's not about our analysis ... It's about our response".[2]
