New Zealand Racing Board

The New Zealand Racing Board (NZRB) is a statutory body for all New Zealand racing and sport betting. The Racing Act 2003 established the board in August, 2003 to replace the Racing Industry Board and Totalisator Agency Board. NZRB headquarters are in Petone, 15 km north of Wellington.

The NZRB provides on-course betting services to 131 racing clubs at 65 racing venues. Off-course betting is available through 577 TAB retail outlets throughout New Zealand. This comprises 448 sub-agencies (pub and club outlets), including 109 self-service terminals, and 129 dedicated TAB agencies. The TAB has 110,000 active telephone betting account holders. They can access the service by touch tone or calling Phonebet, which is operated assisted. The TAB operates New Zealand’s only betting website which has 15 000 betting account holders. There is also interactive betting on SKY Network Television. TAB is the main provider of revenue to the NZRB and every sports bet helps fund New Zealand sport.
[edit] Problem gambling
The NZRB is require under the Racing Act to develop or implement programmes for the purposes of reducing problem gambling and minimising the effects of that gambling. The board conducts gambling awareness workshops, and is a participant in the Problem Gambling Data Advisory Group, organised by the Ministry of Health. This means the board maintains strong relationships with the organisations that provide help to problem gamblers, enabling customers to be assisted in the best manner possible. The board’s power stop a person betting who has a gambling addiction is a last resort method

The NZRB is a co-ordination point for the three racing codes. They are operated by the three governing bodies, New Zealand Thoroughbred Racing (gallops), Harness Racing New Zealand (trotting and pacing ) and New Zealand Greyhound Racing.
The Judicial Control Authority (JCA), established in 1996, administers the rules of racing and conducts inquiries into breaches of the rules, for all racing codes.

They are seven members of the NZRB governing body. These are an independent chairperson appointed after consultation with the racing industry. One person appointed from each of the racing governing bodies that is New Zealand Thoroughbred Racing Incorporated, Harness Racing New Zealand Incorporated and New Zealand Greyhound Racing Association Incorporated. Three persons are appointed on the advice of a nomination advisory panel.
Current members are Warren Larsen (independent chairperson), Jim Wakefield (harness racing nominee), Murray Acklin (thoroughbred racing nominee), Thayne Green (greyhound racing nominee Julie Crengle (independent member),), Alan Jackson (independent member) and Anne Urlwin (independent member).
As of February 2006, the terms of four members have expired. Three of these positions will be filled by a direct nomination from each racing code body and the fourth will be made on the advice of a nomination advisory panel. BOARD

There are four Board committees which support the Board by considering relevant issues at a suitably detailed level and reporting back to the Board. Each committee have written charters setting out their roles and responsibilities, membership, functions, reporting procedures and the manner in which they are to operate. The structure and membership of each committee is reviewed annually.

It is established in accordance with section 42 of the Racing Act 2003, to determine, following consultation with each of the recognised industry organisations the annual racing calendar that betting will take place on.
Members are Julie Crengle (Chairperson), Murray Acklin, Thayne Green, Jim Wakefield and Warren Larsen (ex-officio).
[edit] Audit and finance committee
The committee assists the Board in discharging its responsibilities with respect to financial reporting and the financial risk management practices of the NZRB, the work and performance of the internal audit function and the NZ Racing Board’s external auditor, Deloitte.
It’s members are Anne Urlwin (Chairperson), Murray Acklin and Julie Crengle.
[edit] The Compensation and Development Committee
Its aim is to monitor issues and determine policies and practices related to the remuneration and review of the Chief Executive and the senior management team.
The committee consists of Alan Jackson (Chairperson), Thayne Green and Warren Larsen.

The committee was formed in 2004/5 to review industry taxation issues and was responsible for submitting a report on taxation to the Government 2005.
Its members are Alan Jackson(Chairperson), Anne Urlwin and Jim Wakefield.
[edit] Trackside TV channel
The channel launched in 1992. It broadcasts every race the TAB takes betting on from New Zealand, Australia and key races from Hong Kong and international venues. The channel is free to air on UHF where it provides limited coverage while full coverage is on SKY digital, channel 14. It will also be available on the upcoming FreeView.
Trackside has launched other shows outside normal betting times, including racing replay shows, preview and review shows, as well as content from Australia. The Trackside live race coverage is broadcast out of Avalon studios, so as to be close to other facilities such as raceday control. Viewer numbers average around 400,000 weekly.

Radio Trackside is a national racing radionetwork broadcasting wall to wall racing, racing news, talk and information.
