New York State Route 531 is an east-west running expressway, currently located entirely within Monroe County, that connects the northwestern suburbs of Rochester with Interstate 490. As of 2006, the western terminus of NY 531 is at NY 31 and NY 36 in Spencerport. However, grants to potentially extend the expressway to Redman Road in Brockport were passed in 2005. The eastern terminus of NY 531 is at I-490 Exit 8.

NY 531 is a 7.5 mile divided highway with five unnumbered exits. These statistics will change as the 531 extension to Redman Road is completed over the coming years.

The route runs east-west between its starting point at NY 31 and Gillett Road, then turns south for one mile before returning to an east-west alignment for the remainder of its length.

[edit] The Making of NY 531

NY 531 was born as part of a plan to link Rochester and Buffalo with a limited-access, toll-free highway. Though this plan failed, NY 531 was nonetheless built from I-490 to NY 386 in the 1970s and designated Reference Route 940P. In 1984, the expressway was extended to Manitou Road, causing the road to be redesignated as NY 531. The highway was extended to its current western terminus in 1995 when, after years of delays caused by opposition to the construction of 531 into Spencerport, the section between Manitou Road and NY 36 opened to traffic for the first time.[1]

[edit] The Future of NY 531

In July of 2005, the Genesee Transportation Council added $5.8 million to its Transportation Improvement Program aimed at moving the process of extending NY 531 along. This money will be used by the New York State DOT to conduct engineering and environmental studies.[3] Later, in September, another $5.92 million was secured by Monroe County. This amount will be used toward the completion of the planning phase of the project, seemingly making the extension of 531 inevitable.[4]

[edit] Miscellanea

NY 531's two frontage roads between Elmgrove Road and Manitou Road each have their own route number. The south frontage road is Reference Route 946E and the north frontage road is Reference Route 946F. As is the case with reference routes, neither number is signed. However, in this case, the reference numbers are not even listed on the small green reference markers as "531" is used on the markers in their place.[5]
