New York State Route 47 was a state route around Rochester, New York that was decommissioned in 1980. It was referred to as the Outer Loop (in contrast to the Inner Loop around downtown Rochester). The original alignment of NY 47 took the route along surface streets, but the designation was later moved to new sections of expressway as they were built around the edge of the city.

[edit] Route description
By 1980, the beltway of expressways around Rochester were nearing completion. As the loop began to take shape, NY 47's days became numbered. The designation survived until March 18, when the route was decommissioned in favor of the 90-series routes (derived from Interstate 90 to the south of Rochester) that occupy the present-day outer loop.
The final routing of NY 47 in early 1980, shown in the map to the right, carried the route south from NY 104 in Rochester along NY 390 to Interstate 490, where it continued along I-390 to Scottsville Road (NY 383). At this intersection, NY 47 and NY 383 formed a short 0.5 mile duplex north to Elmwood Avenue, where NY 47 split from NY 383 and followed Elmwood Ave. east into Brighton. NY 47 continued along Elmwood to I-590, where NY 47 turned to the north, and met I-490 once again. After continuing north on NY 590, NY 47 came to an end at NY 104.

[edit] Original Alignment
When NY 47 was commissioned in 1930, its northwest terminus was located at the intersection of U.S. Route 104 and Long Pond Road in Greece, near what is now The Mall at Greece Ridge Center. This intersection is unique in that Long Pond branches off into two roads just north and south of 104, becoming Long Pond Road (west branch) and Mitchell Road (east branch). Originally Mitchell Road was short cut around a toll booth and stopped at Route 104. In the early 1980s. Long Pond Road was widened to two-lanes in each direction and Mitchell Road was extended north across Route 104 to form a short one-way pair configuration with Long Pond handling southbound traffic and Mitchell carrying northbound traffic.
South of 104, Long Pond Road reunited into one road and headed south, paralleling the western border of Rochester. NY 47 followed Long Pond to Spencerport Road (NY 31), where it turned east, forming a 0.6 mile duplex with the route. At the junction of Spencerport, Lyell and Howard Roads, NY 31 heads east along Lyell Road, which becomes Lyell Avenue at this intersection, while NY 47 took Howard Road south.
NY 47 passed through Gates Center next, intersecting NY 33 before crossing the then-New York Central Railroad main line (now the CSX Rochester Subdivision) at-grade. The route remained on Howard Road until the intersection of Howard Road and Chili Avenue (NY 33A), which also included Brooks Avenue at this juncture of time. NY 47 then turned east onto Brooks Avenue toward the Greater Rochester International Airport, joining the current routing of NY 204 at Beahan Road (now Old Beahan Road).
NY 47 followed the entire alignment of NY 204 to what is now Interstate 390 and continued into Rochester to Genesee Park Blvd. Route 47 turned south onto the street, which circles around the southwestern quadrant of the city, and followed its length to Genesee Street, where it turned south for a short distance before resuming its eastward alignment on Elmwood Avenue. The route remained on Elmwood into Brighton, where it turned north onto South Winton Road at Twelve Corners. At Highland Avenue, NY 47 reentered Rochester and became North Winton Road at East Avenue (NY 96). The route remained on Winton through Rochester and Irondequoit before terminating at Empire Blvd. (US 104, now NY 404) just west of Irondequoit Bay.

[edit] Original Alignment
NYSDOT still maintains portions of the original NY 47 alignment to this day. Spencerport Road is still NY 31, as Brooks Avenue, between Old Beahan Road and I-390, is now NY 204. Also, "connecting" the two state-maintained segments of NY 47 is Reference Route 940L, which runs along the length of Howard Road.[2]
Long Pond Road, Genesee Park Blvd., Elmwood Avenue and Winton Road are now locally maintained.
[edit] 1980 Alignment
NY 47 occupied the complete length of the expressway loop from Greece to Irondequoit for a short time in 1980 prior to being decommissioned. In its place is (counterclockwise around Rochester) NY 390 from NY 104 (Exit 24) south to I-490, where it becomes I-390, southeast to I-590 (Exit 15). NY 47 then followed I-590 from I-390 northeast to I-490 (Exit 5), where it became NY 590, north to NY 104.
[edit] Miscellanea
Conceptually, NY 104 completes the Outer Loop along the north side of the city. However, only the section east of the Genesee River is expressway, leaving NY 104 from NY 390 to the Veterans Memorial Bridge as the only at-grade portion of the loop.
NY 47 was the third expressway built in Rochester, preceded only by the Inner Loop and Interstate 490 east of the Genesee River, then known as the Eastern Expressway.
