NeuStar Inc. NYSE: NSR is an American telecommunications and information technology company. It is best known for operating the North American Numbering Plan.

In 1996, NeuStar started out as a business unit within Lockheed Martin to provide independent services to the communications industry. In 1997, the Federal Communications Commission selected NeuStar to take full responsibility for NANP administration for a five-year period. In 1999, Lockheed Martin transferred their "CIS" division into, and spun-off NeuStar, as a separate entity.

Neustar is the registry for the .us Internet Top-level domain. Also Neustar owns 90% of Neulevel, which operates the registry for the .biz Internet Top-level domain.
