This is the announcement about “suspending” funding:

"NESTA is in a period of transformation and is in the process of developing a new five-year strategy. As part of this, we are reviewing the way in which we make investments with the aim of increasing access to seed capital for new ideas, and leveraging further investment from angels and venture capitalists. Consequently, we have taken the decision to suspend the Invention and Innovation programme open-application process with effect from 9am Thursday 13th April. More information about the suspension of this programme."

Basically, they have ceased to fund individual innovators and inventors. They now want to concentrate on giving out leaflets.

Well done the Venture Capitalists – you now have your monopoly back.
