[edit] How do "pips" fit in?
The BBC broadcast the pips on the hour, with five short pips followed by one long pip. This implies that the end of the signal is 000001. When there is a leap-second, there are 6 short pips followed by one long. The article, however, states that a leap second will not be apparent from the signal until the next signal 17 (or 18) seconds later.
