Muhammad Hayyat Khan was appointed as president and chief martial law administrator of Azad Kashmir during the dictatorship of General Zia ul Haq martial law regime.

During his tenure the state of Azad Kashmir progressed in the field of Eduation ion, contruction of some roads, Electricty and other develpmental projects.

After retirement from Pakistan Army and the his removal as President of Azad Kashmir, he established a new political party Tehreek e Amal. This party as later merged in Pakistan Muslim League. He has run for elections from Rawalakot, however he has not been able to win a seat in the Legialative assembly.

He raised funds in United States from Kashmiri Americans for the construction of a memorial, which was never built and the money never accounted for.
