Muaskar (formerly known by the anglicization Mascara) (Arabic: ولاية معسكر) is a city and wilaya in Algeria. There was an earthquake in Muaskar on August 18, 1994 - 5.6 on the Richter scale - which killed 171 people. Localities in this province include Mohammadia, Sig, Teghenif, Aouf and El Gaada.

Mascara is considered among the intellectual cities in Algeria, with its university which nowadays consists of most of college fields, with the average of 60% high school diploma success, Mascara is ranked the number one in the whole nation.
