This is the "MTA Disc", the graphical part of the w:Metropolitan Transportation Authority (New York)'s logo.
It was made this by importing one of the MTA's security campaign posters into Illustrator, selecting the logo, scaling it, and outputting a 1000-by-1000 transparent PNG.
