From what I can tell, Necrom is indeed an Empire; language such as "from the mainland" and "causeway" certainly suggests it, and as I recall the unofficial Tamriel Rebuilt project put it on an island. -Senori 19:15, 21 November 2005 (UTC)
- I imagine you mean it is an island. Not only is it not on an island on any of the many many maps, I am a member of the Tamriel Rebuilt project and we didn't put it on an island. 00:12, 30 November 2005 (UTC)

- Because that is how it is built. Here's the URL for the original Arena map of Tamriel and the most lore-acurate recent map of Tamriel.
