From what I can tell, Necrom is indeed an Empire; language such as "from the mainland" and "causeway" certainly suggests it, and as I recall the unofficial Tamriel Rebuilt project put it on an island. -Senori 19:15, 21 November 2005 (UTC)

I imagine you mean it is an island. Not only is it not on an island on any of the many many maps, I am a member of the Tamriel Rebuilt project and we didn't put it on an island. 00:12, 30 November 2005 (UTC)
So what is up with the huge causeway over water and the "from the mainland" comments?

Because that is how it is built. Here's the URL for the original Arena map of Tamriel and the most lore-acurate recent map of Tamriel.
