Mont-Saint-Aignan is a commune of the Seine-Maritime département, in the Haute-Normandie région. It belongs to the Communauté d'agglomération Rouennaise, created in 2000, and is the fifth-largest suburb of the city of Rouen. It lies directly adjacent to the north side of Rouen.

It was the birthplace of Jacques Anquetil (1934-1987), the first cyclist to win the Tour de France five times.
It is also the birthplace of Mohamed Sissoko, the immensely talented Liverpool F.C. footballer.
