Minobe Tatsukichi

Minobe Tatsukichi (May 7, 1873 to May 23, 1948) was a respected member of the Tokyo University law program, his “organ theory” declared the emperor to be a part of the constitutional structure of Japan rather than a sacred power beyond that of the state itself. His interpretation of the constitution was overwhelmingly accepted by buereaucrats until the 1930's. In the increasingly militant environment of the 1930s, these ideas, which had been expressed with impunity by others in earlier years, led to attacks against Minobe by the Diet and his own resignation from that body.
