Mini PE (or MiniPE) is a mostly illegal Windows Live-CD made by Digital Wizard. It is highly practical for emergency purposes; however, the programs on the CD are used without permission and they are often cracked/licenced to non-existent names. Because of illegality of the CD, ISO image of the CD can be found only on P2P services, such as DC++ or bittorrent, and the former homepage is down.

XT version has more programs than just Mini PE.

Mini PE is very easy to use - if you want to start it, all you have to do is to burn CD from ISO image and then boot from that CD. All installed programs are in the Start menu. Mini PE GUI is trying to be similar to Windows GUI.
