Mindell Penn

Mindell Penn was a city council member in the city of Richmond, California between 1999 and 2005 when she resigned to move back home to another state to care for her ailing and aging mother. She was elected by a large majority of voters. She stated her mission was to, "make Richmond a clean, safe and beautiful place to live, work and play." She was also involved with and served on the Rosie the Riveter project committee. She is the shortest council member in the city's history standing at 4 feet 10 inches.
