Miguel Baumgartner, full name Gonçalo Miguel dos Santos Carneiro Baumgartner, born in Cascais, Distrito de Lisboa on the 23rd of January, 1980, married to Erika Freire Baumgartner, a former Portuguese politician, was Secretário Geral Adjunto e Concelheiro Nacional da JSD (Juventude Social Democrata) (Adjunct Secretary General and National Advisor of the Social Democratic Youth), functioning as a respresentative for that party as a member of the Concelho Municipal da Juventude (Municipal Youth Council) if the Municipal Chamber of Cascais from 1996 to 2000.

Miguel Baumgartner studied international relatons and political science at Birkbeck College of the University of London, but abandoned his studies in 2005.

He was consular functionary of the General Consulate of Portugal in London from June 2003 to December 2005.
