This needs a citation or some sort of clarfication of what a district is. Does this include only downtown and near-downtown districts in Texas? Only districts in cities? Only districts in major cities? I'm sure I could find many towns and probably a few counties that experienced a decline in population during the 1980s. Also, the information from the Midtown website ([1]) does not appear to be correct. Houston's population increased over 2 % between 1980 and 1990. ([2] [3]). In addition, the houstonmidtown.com source does not make a claim about Midtown specifically (even as vaguely worded as the paragraph is), but "the area that includes Midtown." This could mean part of the 4th ward, 3rd ward, or any number of things. I do not know if the current definitions of superneighborhoods[4] are applicable to this time period.
