Michael L. Phelan is a judge of the Federal Court of Canada.
Born June 8, 1947 in Sherbrooke, Quebec. Educated at Loyola College of Montreal (BA 1968) and Dalhousie University Law School (LLB 1971). Called to the Bar of Ontario 1973. Associate and Partner, Herridge Tolmie, (merged with Osler Hoskin & Harcourt) 1973-99; past-member of Executive Committee, Chair of Public Law Department. Senior Partner - Litigation, Ogilvy Renault 1999-2003; Managing Partner - Ottawa and member of Management Committee; Counsel before Supreme Court of Canada, Federal Courts, superior courts and federal tribunals; Chair, Air Law Section, Canadian Bar Association; Chair, Constitutional and Administrative Law Section, and Member of Council International Bar Association; Member, Editorial Board on Competition Law (Federal Press), sessional lecturer in advanced administrative law, Carleton University, Department of Law/Institute of Public Administration.
