Melvin A. Casberg was born in India and grew up in St. Louis, Missouri. He was a Major in the United States Army and the chief medical officer for the United States Army Observation Group to Yenan. More commonly known as the Dixie Mission, Casberg was personally selected for the mission by Colonel David D. Barrett. During the mission, Casberg undertook many trips into Communist territory to investigate the state of Communist medical practices. Occasionally, he was assisted in this by George Hatem, known in China as Ma Haide.
