Melodeclamation

Melodeclamation (from Greek “melos” = song, and Latin “declamatio” = declamation) is a music genre, kind of a concert piece using the principles of melodrama, a kind of extended technique, a type of rhythmic vocal writing that bears a resemblance to Sprechstimme. It is a rhythmical speech with musical accompaniment.
Examples can be found in the music of Robert Schumann, Franz Liszt, Anton Arensky, Vladimir Rebikov, Isaak Dunayevsky, Dmitri Shostakovich, etc.
