I believe this screenshot is fair use because it is a still of a music video. Music videos are designed to advertise a song, and so a still of that music video would be of no financial loss to the band and their label as there is no audio accompaniment.

When used on the Matt Rubano article, it is not infringing copyright laws because it is being used as a visual aid to the article and not an example of the work of the artist.
