The creator of this image remains anonymous as no source states who could it be. However, it is clear that Tekken Art Director Naohiro Hayashi is in head of character design in Tekken 5 and Tekken 5: Dark Resurrection, projects to which the image corresponds (For more details on justification for the use of this image watch it's Discussion section)

It is believed that the use of this image qualifies as fair use in the article Marshall Law (Tekken) because:

Namco has released no such images into the public domain, and a replacement image could not be created that would adequately provide the same information
The image depicts fine artwork made under the direction of renowned Naohiro Hayashi
The image is being used for no purpose other than to identify the subject of the article
The use of this image neither detracts from the game nor inhibits its salability in any way
The image's only purpose it to aid in the description of the fictional character Marshall Law, of the Tekken videogame series, and for no other purpose
The image does not limit Namco's ability to sell the game
