Erm so what actually is the mann act?

The note on Dusko Popov was amusing, but aside from the fact of his being threatened with the Mann Act, irrelevant to the Act. The details of his playboy lifestyle and Hoover's reaction belong in the article about him.

The assertion that he discovered plots which the FBI didn't know about is false. Neither did he have any advance information about the Japanese attack on Pearl Harbor. His assignment list from the Germans included a section of questions about military and naval facilities in Hawaii, but nothing relating directly to the attack.
