Maki Kagura is a character in the King of Fighters series. Although she has been known since KOF 96 to 97, she made her debut in KOF 2003.

Maki is the late elder sister of Chizuru Kagura, also from the Yata clan. Not much is known about her, except she was killed trying to protect the seal of Orochi against the leader of the Hakkeshu, Leopold Goenitz. However, she re-appears in KOF 2003 as a mid-boss. This Maki, however, is merely a shadow created by the Mirror of Yata by Chizuru, who was, at the time, under the control of Botan, a member of Those From The Past.

- It was mentioned in the anniversary website that they actually planned for Maki to have shorter hair (as suggested by the image gallery in KOF 97) but was later scrapped due to time constraints .
- Maki is the only character in KOF '03 who does not possess an LDM move. This may be due to her always being Chizuru's partner in their sub-boss round, and being originally not intended to be playable.
- The Maki that appears in KOF2003 was created via the Yata Mirror. Chizuru mentions that this is one of the mirror's abilities (which was also the same with Kusanagi ). There are also subtle hints Maki was haunting Goenitz at the time of KOF 96.
- Her name literally means 'ten thousand tortoise'. A tortoise symbolizes long life.

Maki's moves are similar to that of Chizuru's because this Maki is actually Chizuru's other self created by the Yata Mirror. Both of them use illusion/shadow attacks.
The difference is that hitting Chizuru's shadow can induce damage to her trueself, while Maki doesn't. Also Maki's moves are more powerful (albeit alterations of Chizuru's moves in the game). Some of them can do damage of a DM, while her qcb + B move can even unblockably seal her opponent's moves temporarily (in contrast with Chizuru who has to achieve so by her DM Rimem 85 Katsu: Reigi no Ishizue).
Maki's special moves are incredibly hard to stop, thus she has gained a reputation as a rather cheap character. She does not have a LDM, but her DM Rimem 1 Katsu: Sanrai no Fujin, can induce similar amount of damage (maximum 38 rushes) to that of a LDM.
