Luis Ruiz

Luis Ruiz is a parole board member on the HBO drama Oz played by Gary Perez. He is the main antagonist in denying inmate Miguel Alvarez parole. In the first hearing, he deliberately provokes Alvarez causing him to assault Ruiz but cancelling his parole. The deliberate belligerence on Ruiz's part was all a test to establish Alvarez's mentality. From the reaction, Ruiz explains that he realizes Alvarez is no different than any other hotheaded Latinos that give the rest of them a bad name. Because of this, he states that he realizes he is in no way fit for society and will never get out of Oz as long as he runs the parole board.
