Luis Héctor Álvarez (Camargo, Chihuahua, October 19, 1919) He is an outstanding industralist and Mexican politician, member of the National Action Party and that went candidate to the President of Mexico in 1958, Mayor of Chihuahua, President of his party and to the date is coordinating for the dialogue of La Paz in Chiapas.

Luis Héctor Álvarez dedicated itself during great part of his life to the textile industry, initiated his political activities in Ciudad Juárez and in 1956 the PAN nominated it him as candidate to Governor of Chihuahua, lost the election in front of the candidate of the PRI Teófilo Borunda, although it alleged an electoral fraud that it took it to head a caravan from Chihuahua to the Mexico City, two years later in 1958, he was nominated as candidate to the Presidency of the Republic against to Adolfo López Mateos again being defeated.

The following years it was dedicated mainly to the enterprise activities, until when beginning the 1980s returned again to the political activity, in 1983 he was elected Municipal President of Chihuahua, being first of opposition, from that position it headed a constant fight with the governments state and federal whom it blamed of not giving legal resources and participation to him, these facts took it to a hunger strike of 40 days in which in addition it protested against the carried out electoral fraud in the 1986 elections in Chihuahua.

In 1987, he was elected as PAN president and in 1990 he was re-elected, its performance as opposed to the party very is discussed, their those in favor emphasize that he was under its mandate which the great takeoff of the PAN occurred, that happened to be the eternal party of opposition but that towards it does not find more that time protests control the regime, however during the first part of its mandate and before the PAN even made great protests against supposed the electoral frauds (against the will of its predecessor in the presidency Pablo Emilio Madero that was not in agreement with the protests) and began to gain elections, however its detractors accuse it to have forgotten the doctrine the party, it to have opened and to have given to the neopanistas (Manuel Clouthier, Vicente Fox, Francisco Barrio Terrazas and Ernesto Ruffo Appel) and mainly of to have allied and to have granted endorsement and legitimacy to the Carlos Salinas de Gortari that was defendant of not to have gained the elections legitimately, this I take to a fracture in the interior of the party that finished with the salutes of several historical leaders grouped in the call "Doctrinario Forum" like Pablo Emilio Madero, Jesus González Schmal, Jose González Torres and Bernardo Bátiz. It was during its period that recognized the first electoral triumphs for governorship in Baja California and Chihuahua and by means of negotiations in Guanajuato.

When finishing his term as president of his party, he was elected Senator of Chihuahua from 1994 to 2000, period during which was member of the Commission of Concord and Pacification in Chiapas, that was in charge to help in the negotiations of peace between the Federal Government and the Zapatista Army of National Liberation. In 2000, President Vicente Fox designated Coordinator to it for the Dialogue for La Paz in Chiapas, position that continuous occupying, nevertheless never could have had contact some with the leadership of the EZLN.
