Ludwig Felber was a German messenger sent to deliver the plans a payment to an unknown New York Mob Boss( believed to be " Lucky Luciano" for he had just taken over and was restructuring the gang). The delivery of the payment came fom the Nazis, for the mob boss sent them the materials needed to build the Nazi Army, was to arrive on May 6, 1937,on the Hindenburg.
