As a border war between India and Pakistan poses the threat of a nuclear clash, a flamboyant British expert on the matter, Lord John Marbury is summoned to the White House, while Charlie asks for the President's permission to date his daughter Zoey.

The operator at the National Reconnaissance Office detects a fleet of 2 CVE's and 4 destroyers of the Indian Navy heading towards Pakistan. The satellite image he is looking at however shows parts of Switzerland with a virtual shoreline along the northern border.
