Why feature the newspapers where circulation is over 10,000 and weekly neewspapers with circulation of much less than 10,000?

There are many Canadian newspapers with circulation of 3000-8000 such as the Trail Daily Times, Nelson Daily News, Red Deer Advocate, etc. All that the parameter of 10,000 does is define large cities, not newspapers.
