This is a list of minor characters in The 4400 television series, featured in specific storylines, in order of appearance. Details on recurring characters (those who have appeared in multiple plots in multiple episodes) are at List of The 4400 recurring characters.

- Orson Bailey (Michael Moriarty), disappeared June 11, 1979, from Tacoma, Washington. Insurance Salesman and partner in Kensington & Bailey. Paranormal abilities: Telekinesis of a magnitude to cause tremors in immediate vicinity and shatter objects (e.g. glass, bones). The ability does cause Orson to suffer nosebleeds, and he has shown an inability to control this power. He was shot during apprehension, but lived.
- Carl Morrisey (David Eigenberg), disappeared February 16, 2003, from Seattle, Washington.(Deceased). A supermarket employee Paranormal abilities: Enhanced reflexes and strength.
- Oliver Knox (Lee Tergesen), disappeared August 22, 1983, from Friday Harbor, Washington, a suspected serial killer. Captured and imprisoned in soundproof cell. Paranormal abilities: Telepathic suggestion via speech.
- Mary Deneville (Georgia Craig), disappeared August 4, 1999. (Deceased) Paranormal abilities: Could stimulate plant growth or rejuvenate plant life with the sound of her voice. She was killed by the brothers of one of Oliver Knox's victims.

- Agent Garrity (Kavan Smith), an NTAC agent.
- Wendy Paulson (Lexa Doig), Kyle's college professor
- Trent Appelbaum (Robert Picardo), disappeared May 18, 1989. A telemarketer. Paranormal abilities: Saliva contains an agent that rapidly accelerates the metabolism of others.
- Eric Papequash (Glen Gould), disappeared August 5, 1955.Paranormal abilities: Unknown.
- Heather Tobey (Kathryn Gordon), school teacher, disappeared March 2, 1974. Paranormal abilities: Unlocks artistic potential in certain students in her classes. After several parents complained about their children being "altered," she quit. In the third season, she works at the 4400 Center's school. While taking the promicin inhibitor her ability only worked on children, but without the inhibitor she can help adult 4400's focus their abilities, e.g., she helped Richard Tyler gain greater control over his telekinetic abilities.
- Jean DeLynn Baker (Sherilyn Fenn), disappeared October 27, 1999. (Deceased) Paranormal abilities: sores on hands released plague-like disease (airborne, disappears in about half an hour, goes through biohazard gear (sub-atomic)) when she becomes agitated. After her power kills an entire town she becomes unbalanced and comes to believe her purpose is to purify humanity. Diana Skouris shoots her to keep her from killing again.
- Edwin Mayuya, aka Edwin Musinga (Hill Harper), nurse/war criminal, disappeared February 24, 1996 (assumed deceased). Paranormal abilities: Could heal genetically damaged fetuses in utero (by taking said genetic damage into himself). After his efforts to help infants were made public, he was identified as wanted for war crimes in Rwanda. When it was discovered his gift was killing him, he was allowed to keep healing fetuses as restitution until his inevitable death.
- Roger Wolcott (Rob Lee), disappeared March 6, 1987.Paranormal abilities: Unknown. (Deceased.)
- Sara James (Karen Austin), disappeared November 5, 1971.Paranormal abilities: Unknown.
- Laurel Bryce (Iris Paluly), disappeared January 7, 1982.Paranormal abilities: Unknown.
- Liv (Lindy Booth), a homeless girl who Shawn invites to the Center.
- T.J. Kim (Leanne Adachi), disappeared February 2, 1998. (Deceased). Paranormal abilities: Increased the levels of adrenaline or other hormones (causing elevated levels of rage) within a certain radius through sonic means. In season 3, the removal of the promicin inhibitor from her system allowed her to develop her ability further, enabling her to compel specific individuals to commit actions against their will. Captured when she met with Shawn Farrell to receive additional Nova funding; murdered in custody by Boyd Gelder to prevent her from talking to the authorities.
- Rose Woodard (Christie Wilkes), disappeared December 1, 1991.Paranormal abilities: Unknown.

- Jung Pak (Phoenix Ly), disappeared September 30, 1956. Paranormal abilities: Has fish-like gills/ characteristics on his back.
- Tyler Downing (Matthew Gray), disappeared January 9, 1972. Paranormal abilities: Is able to turn on and off electrical devices (Telekinesis).
- Philippa Bynes (Angelique Naude), disappeared May 11, 1994. Paranormal abilities: Can make light from hands (Bioluminescence)
- Dante Ferelli (Kurt Evans), disappeared December 24, 1982.Paranormal abilities: Unknown.
- Wesley Hauser ((Andrew Kavadas)), disappeared 1975. Paranormal abilities: Unknown.
- Daniel Armand (Ian Tracey), disappeared July 20, 1990. Spokesman for the Nova Group, a defensive arm of the 4400 turned radical. Paranormal abilities: Can remotely induce psychosis. After being led by killing several Nova group members for names, Isabelle turned his ability against him, putting him into a permamant psychotic state.
- Boyd Gelder (Sean Marquette) (deceased), disappeared March 3, 2000. Paranormal abilities: Could appear to be other people (shapeshifting). Posing as Jordan Collier, he triggered a suicide bomb which destroyed Haspel Corporation's promicin team. His ability is called Optical camouflage in the NTAC computer.
- Ryan Freel , disappeared July 14, 1982.Paranormal abilities: Unknown.
- Amy Paspalis, disappeared July 23, 1999.Paranormal abilities: Unknown.
- Lindsey Hammond (Alexia Fast), disappeared November 23, 1979. Paranormal abilities: Oil in fingers alters glass (text seen on computer screen in Nina Jarvis' office. A visit to her stepfather's house where the effects of the ability were shown, didn't make cut [1]).
- Olivia Germaine(Sophie Barnett). Paranormal abilities: Moving water, diffusion. (Only when with her brother, Duncan)
- Duncan Germaine (Cainan Wiebe). Paranormal abilities: Moving water, diffusion. (Only when with his sister, Olivia)
- Christopher Dubov (Kevin McNulty), disappeared June 29, 1999. Paranormal abilities: Pheremonal "matching" allows him to determine romantic compatibility through is promicin enhanced sense of smell. Matched people smell similar.
- Todd Barstow (Carter Jenkins), disappeared August 29, 1995. Paranormal abilities: Empathy. For his power to work, he must be conversing with the person. In addition to feeling their emotional state, he receives psychic "fragments" of information.
- Zachary Gidlund (Danny Dorosh), disappeared November 10, 1966.Paranormal abilities: Unknown.
- Jane Nance (Ulla Friis), disappeared October 17, 1980. (Deceased) Paranormal abilities: Controlled animals, either through psionic or auditory means. She was killed by her own pets when Isabelle used her own power against her.
- Jorge Molina (Emilio Salituro), disappeared March 24, 1975. (Deceased) Paranormal abilities: Pyrokinesis. Was killed by Isabelle when she used his own powers against him.
- Naomi Bondermann (Linda Darlow), disappeared February 9, 1992. Paranormal abilities: Secretes an oil from her hands that causes people to hallucinate figures from their past, the visions remaining until some closure is found. Her grandson used the oils to create "Blink," a street drug that caused three suicides and infected Tom and Diana. Naomi, who wears gloves to prevent the oil from touching people, helped NTAC to find the truth.
- Claudio Borghi (Brian George), disappeared June 19, 1961. Paranormal abilities: Induces precognitive visions of the personal possible futures of those he touches. This ability may be biochemical - tobacco grown and touched by him imparted the visions to those who smoked it.
- Darren Piersahl (Jamie Martz). (deceased) A US Army Sergeant, who was part of a program to produce 4400-enabled soldiers. Paranormal abilities: "Oxidizes" biological tissues, resulting in death and a mummified appearance.
- John Shaffner (J. August Richards). (deceased) A soldier in the same program as Darren Piersahl. Paranormal abilities: Unknown.
- Edwin Garrett, disappeared October 8, 1980.
- Michael Lawrence. Paranormal abilities: Can raise or lower blood oxygen levels. Not seen on screen.
- Paul Newbold (Sean Pratt). Paranormal abilities: ability to raise or lower body temperature.
- Tina Richardson (Tanya Hubbard), disappeared April 12, 1995. Paranormal abilities: Telepathic ability to erase memories.
- Lewis Mesirow (Chris Davis), disappeared April 19, 1955. Paranormal abilities: Remote viewing.
- Unnamed Woman. (never seen) A woman living in El Paso, Texas, who is the first recorded person to develop 4400 abilities from Collier's distribution of promicin. Paranormal abilities: ability to cure neurodegenerative disease such as Alzheimer's disease.
