After the 2002 election Rory O'Hanlon became Ceann Comhairle and thus ceased to be a member of Fianna Fáil. If he still holds this position at the dissolution of the 29th Dáil, he will be eligible (if he chooses) to be automatically returned to the 30th Dáil without contesting the general election. In such a situation, Cavan-Monaghan would be effectively a 4-seater constituency with a quota of 20% (plus 1 vote) of the valid poll.
