A class in the second year of high school (roughly 11th grade by US grade counting), Class 2-C contains most of the series main characters.
- Tenma Tsukamoto (塚本 天満)
Voiced by: Ami Koshimizu
Tenma Tsukamoto is the female protagonist who loves Ōji Karasuma. Tenma is short, undeveloped and childish for her age. She often is mistaken as being younger than her classmates and her younger sister Yakumo. One of her obvious physical features are the little ponytails in her hair, which often wiggle if she is happy or excited. She is also dense, slow and unreliable and often misunderstands otherwise obvious situations. Despite her negative qualities Tenma is good-natured and friendly.
- Kenji Harima (播磨 拳児)
Voiced by: Hiroki Takahashi
Kenji Harima is the male protagonist, an ex-delinquent who loves Tenma. Although he does not practice any specific martial arts style, few people are able to match him in hand-to-hand combat. He has the ability to communicate with animals, and possesses a wide variety of strange and exotic pets which he named after European monarchs. He has a little brother, Shuuji, who likes Yakumo.
Harima struggles often to confess to Tenma, though he knows she has absolutely no feelings for him and may even dislike him. Every time Harima finds the courage to tell Tenma his true feelings, something happens which prevents him from succeeding. Harima also must deal with situations involving his classmate Eri, unaware of the fact she has a crush on him. He gets extremely jealous seeing Karasuma and Tenma together, but his attempts to put a stop to that usually end up bringing them closer. To date, Tenma has yet to hear his confession properly.
- Ōji Karasuma (烏丸 大路)
Voiced by: Hiroki Konishi
Ōji Karasuma is Tenma's love interest, often depicted as a stonefaced eccentric. He enjoys odd habits such as dressing as a kappa during rainy days, embodying a Japanese pun on the word for raincoat. He enjoys eating curry. Although unspoken, he seems to be excellent at dodging any flying projectiles including Harima's Hurricane Kick. Karasuma is secretly a famous mangaka, publishing his works under the pen name of Nijō jō(二条丈). Although it seems like Tenma's feelings for him are unrequited, behind his poker face he sometimes shows true concern for her in the story.
- Eri Sawachika (沢近 愛理)
Voiced by: Yui Horie
One of Tenma's close friends, Eri's father is British and her mother is Japanese. She has great difficulty with Kanji. Eri is extremely wealthy and somewhat spoiled (Western Europeans in Japan are stereotyped to be billionaires and extremely snobby). Eri is devoted to her father, but cannot spend as much time with him as she wants because of his work commitments.
She is attracted to Harima and becomes very jealous and angry towards anyone rumoured to date Harima, which even caused some strains in her relations with Mikoto and Yakumo. While she is still unaware of Harima's true love interest, she gradually (but mistakenly) thinks that he secretly likes her.
- Mikoto Suō (周防 美琴)
Voiced by: Hitomi Nabatame
Mikoto is a close friend of Tenma. She is tall, well-developed, and tomboyish. She has a black belt in Kenpo, and is often seen sparring with her childhood friend Haruki. She had a crush on a senpai of hers, but she gave up on him after discovering he had already met someone. She was dating Asou, but then Asou dumped her.
- Akira Takano (高野 晶)
Voiced by: Kaori Shimizu
Akira is another close friend of Tenma. She is very perceptive, resourceful, intelligent, and also very mysterious. She is also known to play pranks on her classmates. Akira is President of the Tea Club.
Akira has some uncommon hobbies such as planning war games and wearing full body costumes. She also knows exactly who likes whom in class, but for unexplained reasons, stays silent on the matter.
- Haruki Hanai (花井 春樹)
Voiced by: Shinji Kawada
As class representative of 2-C, Hanai takes his duties seriously, always trying to keep his classmates (especially the males) in line. Unable to have second thoughts, he always says exactly what comes into his mind regardless of the consequences. He is hopelessly in love with Yakumo, so strongly that she can read his mind literally from a mile away.
As a child, he was shy, weak, and always been bullied by other children. That changed with a little help from Mikoto, who has been his friend since that time. He attends the same dojo as her and has a black belt in Kenpo as well. He tries very hard to join the Tea Club that Yakumo is in, but is banned by Akira. Despite Hanai and Mikoto having their own love interests, characters around them sometimes think that they are too close to be just friends.
- Karen Ichijō (一条 かれん)
Voiced by:Yuuka Nanri (Season 1), Mako Sakurai (Season 2)
Karen Ichijō has monstrous strength despite having a weak and feminine appearance. She is a member of the amateur wrestling club. Her power amazes even her strongest male classmates. Despite her strength she has a kind nature. She is in love with Imadori, but he initially avoids her, not only because of her small measures (but later it is revealed that she does have considerably large breasts), but also because he fears her strength. She is also a good singer and one of the more timid girls in 2-C.
- Kyōsuke Imadori (今鳥 恭介)
Voiced by: Daisuke Kishio
Imadori is the class's number one pervert. He has the (not so) special skill of knowing a girl's bra size just by looking. Interested only in girls with breast size D or larger, the main targets of his flirting are the well-endowed Mikoto and Lala Gonzalez, and he continues to pursue them constantly, although they are strong enough to beat him down. He enjoys the tokusatsu show "Hatenkou Robo Dozibiron" (a Super Sentai / Power Rangers parody). Despite him constantly avoiding any involvement with Ichijou, sometimes Imadori shows some interest in her, like when he was admiring her singing in the cultural festival party.
- Kentarō Nara (奈良 健太郎)
Voiced by: Yuuki Tai
Kentarō Nara is the class nobody who tries to fit in. He has feelings for Tenma, but his attempts to get closer to her are often foiled by Harima. Curiously, according to the mangaka, his original intentions were to have Nara as the series' main character, but somehow he was relegated to a supporting role. He is now often seen as a reluctant participant in various escapades with Yoshidayama and Nishimoto.
- Hiroyoshi Asō (麻生 広義)
Voiced by: Mitsuhiro Ichiki
Hiroyoshi Asō is a quiet, athletic and smart character who works part-time as a waiter in the same Chinese restaurant as Sara, despite the fact that his family has their own restaurant. He is later seen dating Mikoto, but then he dumped her.
- Jirō Yoshidayama (吉田山 次郎)
Voiced by: Hirotaka Nagase (1st year), Makoto Tomita (OVA, 2nd year)
Yoshidayama is the delinquent wannabe who dreams of ruling the school, only to see his best laid plans foiled by the fact that there are students much stronger than him, such as Harima. He has feelings for Eri, but later turned to Tae Anegasaki, the school's infirmary nurse. After bathing, he usually braids his hair, meaning people occasionally mistake him for Eri.
Note: Harima usually mistakenly calls Yoshidayama as 'Yoshida (吉田)'.
- Takeichi Fuyuki (冬木 武一)
Voiced by: Hiroyuki Yoshino
A pervert like Imadori, Takeichi Fuyuki pretends to take photos of the girls in the school for the yearbook but in reality he sells them to the other male students. A member of the astronomy club, he later becomes close to Tsumugi Yūki.
- Shigeo Umezu (梅津 茂雄)
Voiced by: Naoto Motohashi
Shigeo Umezu is a boys' track team member and is the boyfriend of Madoka Kido. He received his first kiss from her during the athletics festival. Lately he is constantly depressed as he is discovering more and more evidences indicating that Madoka may be cheating on him.
- Ganji Nishimoto (西本 願司)
Voiced by: Shun Takagi
Ganji Nishimoto is a huge but timid figure. His family operates a video store, and he is known to host "ero meetings" discussing girls. Hailed as "Buddha Nishimoto (仏の西本)" for his ability to grant the wishes of the students usually involving erotic stuff like porn, among other reasons. His sentences are specially ended with 'dasu (だす)' instead of the normal 'desu (です)' for some unknown reason.
- Ryūhei Suga (菅 柳平)
Voiced by: Makoto Yasumura
Ryūhei Suga is a close friend of Asou Hiroyoshi and belongs to the boys' basketball team. In the story he is currently looking for a girlfriend. He is angry that Asou always got the attention of girls.
Trivia: He resembles Hanamichi Sakuragi from the famous basketball manga and anime Slam Dunk, especially his red- colored hair.
- Shin Misawa (三沢伸)
Voiced by: Katsuya Miyamoto
Shin Misawa's first appearance occurs during the Survival Game, where he is a member of the Cafe Faction. He is commended by his teammates for his bravery and sacrifice during the game.
- Megumi Sagano (嵯峨野 恵)
Voiced by: Ai Horanai
Megumi Sagano is close friends with Ichijou Karen and Yuuki Tsumugi. She belonged to the girls' basketball team when she was in junior high, but became the manager for the boys' basketball team because there wasn't a girls' team in senior high. Though she seems concerned about her classmates' relationships, she doesn't seem to care about her own, and thus has no boyfriend.
- Tsumugi Yūki (結城 つむぎ)
Voiced by: Chisa Tadokoro
Tsumugi Yūki has severe near-sightedness, and is the only meganekko in the class. She is the substitute class representative when Haruki Hanai is unavailable. She also had a crush on him, but is worried about Mikoto, who gets along well with him. She belongs to the astronomy club.
- Mai Ōtsuka (大塚 舞)
Voiced by: Michi Yamazaki
Mai Ōtsuka has been class representative for nine years straight. She has freckles, and likes fairy tales (though she denies it herself). According to the "ero society" data, she hides a fair-sized bust for some reason. Possibly a reference to Hikari Horaki from Neon Genesis Evangelion. She also likes mahou shoujos, and often imagines herself as Sakura Kinomoto from Cardcaptor Sakura and Iori,who is winged and speaking,as Cerberus.
- Madoka Kido (城戸 円)
Voiced by: Tomoe Oumi
Madoka Kido is a track team member, and a very fast runner according to Shigeo Umezu, who is her boyfriend, but apparently he is not the only one she is dating.
- Ayano Kinugawa (鬼怒川 綾乃)
Voiced by: Satomi Hanamura
Ayano Kinugawa is a track team member. She works at her family's sento, so she is used to seeing naked bodies.
- Kozue Mihara (三原 梢)
Voiced by: Madoka Akita
Kozue Mihara is the gyaru stereotype of the class. She enjoys bodyboarding, and got a tan in the process. A fast runner, but bad at karaoke.
- Rinko (隣子)
Voiced by: Maria Yamamoto
Rinko is an originally unnamed girl who sits next to Harima. A Japanese fansite named her Rinko, literally meaning the neighbour girl, and the anime was influenced to name her as such. She appears on volume 9's cover insert.
- Toki Nagayama (永山 朱鷺)
Voiced by: Miki Ohtani
Toki Nagayama is a beautiful girl with long black hair that even Kobayashi Jin described as "a hidden gem". She went out with Kazuya Tanaka after 2-C's survival game, and they became a couple.
- Kazuya Tanaka (田中 一也)
Voiced by: Daisuke Hirakawa
Kazuya Tanaka is captain of the soccer team. He took the advantage of the situation during the survival game and asked Toki Nagayama to go out with him. It is explained that they have become a fast couple ever since.
- Hiroaki Ishiyama (石山 広明)
Voiced by: Motoyuki Kawahara
Hiroaki Ishiyama has a limited sense of presence as other people call him "the other person". A friend of Tanaka and participant of Nishimoto's ero meetings.
- Saeko (冴子)
Voiced by: Maria Yamamoto
Saeko's family name is unknown. Saeko is apparently good at taming men and writing dark stories.
- Yukino Mina (雪野美奈)
Voiced by: Tomoko Mogi
This character's distinguishing feature is her wavy hair. She is often seen in the background with Rinko. She was part of the Tea Shop team during the survival game. It is interesting to note that she has remained unnamed in the manga and that her name was introduced in the anime. She appears on volume 9's cover insert.

- Yakumo Tsukamoto (塚本 八雲)
Voiced by: Mamiko Noto
The shy younger sister of Tenma Tsukamoto, Yakumo was born with a variety of gifts. Not only she is able to read the thoughts of those who like her (as well as her sister and cat, Iori), but further in the story it is shown that she also has the ability to communicate with ghosts.
Skilled, reliable, smart, and beautiful, Yakumo is one of the most admired girls in the school. Despite that fact, she has never had a boyfriend. This is due mostly to her mind-reading ability, as she can easily read the secret intentions of any boy who tries to approach her. She can also read her sister's mind as well as her pet cat Iori. The only exception is Harima, whose heart belongs completely to another girl; thus, his mind is completely opaque to her. She is also a member of the Tea Club.
She secretly likes Harima Kenji, but decided to give in and support his relationship with her sister as she regards Tenma as the most important person for her in the world and she wanted to make her happy.
- Sarah Adiemus (サラ・アディエマス)
Voiced by: Yukari Fukui
A close friend of Yakumo, Sarah works in the same restaurant as Asou. She is an exchange student from the UK, and a nun at a local Catholic church. Member of the Tea Club.
- Satsuki Tawaraya (俵屋 さつき)
Despite being short for her age, Satsuki Tawaraya is a passionate and prodigiously talented basketball player. She develops a crush on her senpai Asou after he took up a role as coach of the nascent girls' basketball team.

Due to hostilities between some of their students and even their homeroom teachers, classes 2-C and 2-D became rivals during the School Sports Festival. Later in the manga, some of the 2-D students are able to befriend some of those in 2-C.
- Harry Mackenzie (ハリー・マッケンジー)
Voiced by: Nobuyuki Hiyama
Harry Mackenzie is a blonde-haired exchange student, skilled at fighting. Rival of Kenji Harima and Haruki Hanai. (Note: Harry's name is pronounced Harii Makkenjii in Japanese, which sounds like Harima's name when pronounced fast. This leads to more than a few misunderstandings between the two.) He rides a gold-coloured motorcycle with a Hyaku decal and often wears red clothing and red shades. This makes him a parody of the character Quattro Bajeena (Char Aznable) from Gundam. His name may come from Harry Ord from Turn A Gundam and Christina Mackenzie from Gundam 0080: War in the Pocket.
- Masakazu Tōgō (東郷 雅一)
Voiced by: Hiroki Yasumoto
Masakazu Tōgō is 2-D's class representative who sees Class C as a rival. Obliviously self-confident. Unfortunately, his character leads him to rejections from his classmates. Another parody of a Gundam character Anavel Gato. Recently he has shown some interest in Tenma, to Harima's distress. He is often seen with Harry McKenzie.
Note: Some people around Tōgō usually refer to him with an alternate nickname "Macaroni", probably because he likes to put Italian words in his sentences.
- Lala Gonzalez (ララ・ゴンザレス)
Voiced by: Yuu Kobayashi
Lala Gonzalez is an exchange student from Mexico, and a skilled practitioner of Lucha libre fighting. She belongs to the same amateur wrestling club as Ichijō who she sees her as a rival, often shouting "Ichijō!" when she meets her. Lala doesn't like Ichijō's name because her mother, who abandoned her and her father when she was a child, was also named Karen. Despite her masculinity, she secretly likes cheerleading. Yet another Gundam parody of Lalah Sune. She detests the D-cup-hunting pervert Imadori, especially when he managed to grope her chest while being choked as seen in the picture (the banana stains on her chest was from his hand). She beats him up whenever she sees him, as in one example shown at the ending scene of the first season, as well as the opening sequence of season two.
Her character is the direct opposite of her rival Ichijō, being that she is tall, dark-skinned, well-endowed, sour-faced, masculine and very easily provoked.
- Tennōji Noboru (天王寺 昇)
Voiced by: Tomoyuki Shimura
Tennōji Noboru is a delinquent who deems Harima as his rival. He is often shown much larger than he really is(He is many stories tall during the athletics festival, yet while Harima is being a delinquent, he is easily defeated). He has a little sister named Mio who likes Harima's little brother, Shuuji. He also shows interest towards Tenma (temporarily) and Mikoto.

- Osakabe Itoko (刑部 絃子)
Voiced by: Yuu Asakawa
Physics teacher and cousin of Kenji Harima (Note: "Itoko" is also homonymous with the word "cousin (従姉弟 in this case)" in Japanese which makes it a pun. Due to this pun, when Kenji Harima says "my cousin" it can be mistaken that he is saying "my Itoko"). Her great figures are clamoured upon by the perverted male students of 2-C class. Itoko takes care of Harima, and though she doesn't show it, she does care for him, and realises just how much Tenma has changed him.
- Yōko Sasakura (笹倉 葉子)
Voiced by: Akiko Kurumado (Season 1)/Aya Hirano (Season 2)
Art teacher and old friend of Osakabe.
- Tae Anegasaki (姉ヶ崎 妙)
Voiced by: Sayaka Ohara
School's infirmary nurse. She let Kenji Harima live at her house during the time when his dream was temporarily crushed when he found out that Nijō jō was Ōji Karasuma. She is attracted to him and calls him affectionately by his pen name "Hario".
- Hayato Tani (谷 速人)
Voiced by: Makoto Yasumura
Class 2-C homeroom teacher. Teaches English. Very soft-spoken. Owns a collection of toy dinosaurs. He likes Tae Anegasaki but everytime he tries to hit on her she clings to Harima affectionately, making him run away in jealousy and shame. He initially thinks Harima is homosexual when he accidentally sent him a love letter and asked him out on a date.
- Kyōji Katō (加藤 矜持)
Voiced by: Hitoshi Bifu
Class 2-D homeroom teacher. Has an unlikeable personality. He is a huge chatterbox and likes talking about mundane topics like Japanese history without stop.
- Kōriyama (郡山)
Voiced by: Hiroki Yasumoto
Physical education teacher, often referred by the class of 2-C as Goriyama due to his gorilla like physique.
- Nenji Ryū (笠稔持)
Legendary harbinger of failure. When students preform very badly in class, they will see his ghastly image on the face of people they see.

- Shūji Harima (播磨 修治)
Voiced by: Yuko Sanpei
Younger brother of Kenji Harima. Despite the fact he secretly likes Yakumo, he shows true concern about Mio Tennōji, who is also his classmate.
- Kōsuke Ichijō (一条 康介)
Voiced by: Rina Sato
Younger brother of Karen Ichijou. A Dojibiron fan as well.
- Mio Tennōji (天王寺 美緒)
Voiced by: Sayuri Yahagi
Younger sister of Noboru Tennouji. She is friends with Harima Shuuji and has a crush on him.
- Nakamura (中村)
Voiced by: Takeshi Maeda (1st year), Masami Iwasaki (2nd year)
Butler of the Sawachika family. A former soldier.
- Masaru Suzuki (スズキマサル)
Voiced by: Hiroki Yasumoto
"Maid" to Eri Sawachika, despite being male and rather huge. According to Nakamura Masaru was a child he rescued during a war when he was still a soldier. He has never spoken and seems very dumb, since he mistook Tenma for Eri.
- Masahiro Kōtsu (神津 正弘)
Voiced by: Susumu Chiba
Mikoto Suō's former tutor and first love. He found a girlfriend after he graduated from high school, breaking Suou's heart.
- Kengai Gotō (五島 玄海)
Voiced by: Kouji Ishii
Captain of the Kikokumaru, a fishing boat. Formerly an unsuccessful manga artist, he inspired and motivated Kenji Harima when Harima run away from Japan to the sea to forget his troubles. He is a brother of the giant manga chief editor whom Harima is now working for.
- Otani
Voiced by: Takeshi Maeda
A sailor aboard the Kikokumaru. Initially bullied Harima on account of his manga, Otani's life was subsequently saved by Harima after he fell overboard during a storm.
- Sailor F
A sailor aboard the Kikokumaru, portrayed in the anime by Jin Kobayashi.
- Kazawa
Huge deputy editor and the publisher of Harima's manga.
- Max
A scar-faced gangster from Britain. He is extremely strong and beats up Harima and Hanai easily (though later he lost to Harima when his power awakens from his love for Tenma). He likes Eri. He claims to come to Japan in orders of his "boss".
- Mick
Max's henchman. This short boy is often seen with his partner Samuel.
- Samuel
Max's henchman and Samuel's partner. He is big, burly, muscular and has an afro headcut. He is probably attracted to Tenma Tsukamoto. Tenma calls him at first by the name "Sasamuel" (he stuttered when he introduced himself to her).
- Shawn
An exchange student from Britain. He is the flirty playboy who is disliked by the teachers for being a serious delinquent. Due to his looks and womanizing skills, he is adored by many schoolgirls. Is probably the "boss" that Max is referring to and Eri's fiancé.
- Will
Bespectacled Englishman often seen with Samuel and Mick.
[edit] Animals
- Iori (伊織) - A black stray cat with a scar on its forehead who has lived in the Tsukamoto household since he was tamed by Yakumo. On several occasions, through various supernatural incidents, it is hinted that Iori is not just any ordinary cat. He also likes Harima, but is afraid of Tenma.
- Alexander - Harima's pet frog.
- Pyotr - Once Harima's pet giraffe. He was later moved to a zoo along with all the other zoo animals.

- Napoleon - Harima's pet pig, possibly a reference to George Orwell's Animal Farm.
- Anastasia - Harima's pet penguin.
- Kuuta-Kun - An oversized 10 feet tall red panda who sometimes escapes the zoo where he is kept and engages in combat with Hanai. Appears to be allied with Masakazu Tōgō.
- Kujira-Kun - A white whale who was about to attack a defective ship in which the students were traveling, but he fell for Yakumo and gave a ride to them. (anime-only)

With a few exceptions, the characters of School Rumble are involved in one-way love interests. School Rumble has many characters involved in love polygons similar to some shōjo such as Marmalade Boy. The following table lists the love interests.

- Most of the primary characters names coincide with train stations or street names in Japan.
- Tsukamoto Station - Terminal station for local express train in Tokaido line from Shin-Osaka Station.
- Tenma Station - Located in JR West Osaka Loop Line
- Yakumo Station - Located along JR Hokkaido-Hakodate Line
- Harima Province - A province in the Hyogo Prefecture
- Takano - A town located in Hiba District, Hiroshima Prefecture
- Nara - A prefecture in Kansai region of Japan, near Kyoto
- Tennoji - A city & a train station name located in JR West Osaka Loop Line in Osaka Prefecture
- Yagami Station - This train station exists in the prefecture of Okayama. Often featured as a meeting point, the design of the station in the School Rumble universe is based on the real-life Kamakura Station, Kanagawa Prefecture.
- Karasuma - This is the Central Exit located in JR Kyoto Station as well as the name of a street located 5 minutes away from Kyoto Station
