Teliko Friedman is a soldier in the Hostage Rescue Team Unit Spenser and was once working under Roger's instruction at some point during her FBI training. She is of Japanese-American descent.
Her father, Collin Friedman, was a highly decorated hero and was always surrounded by lots of people. They would often flatter and manipulate him to get what they wanted. One day, Collin fell under suspicion of being the ringleader of a terrorist organization. He insisted on his innocence but evidence of his guilt began to surface more and more. He was buried in an avalanche of trumped-up scandal charges by the media. And later, at a hotel in Manhattan, he was found with a bullet in his head. Collin Friedman's suicide was all over the press; however, Teliko suspected foulplay.
An apparent suicide note was found in a bag at the hotel room. The note was typed with a computer, a cigarette butt with lipstick on it was found in the ashtray, and the room was heavy with a floral scent. Teliko assumes that her father was murdered by the six searchers. They were Bob, Edward, Arnold, Greg, Leon, and one other, whom Teliko couldn't identify. All of them were statesmen in the control of the underworld. At the end he smiled at Teliko and her mother, and said, "Some day you'll know the truth."
During the Lobito Labs incident, she is spotted by Lt. Leone and his unit, captured, then placed into the "Dreamtown" room by La Clown. Under the circumstances of Snake's misconception of her being La Clown and Teliko thinking defeating Snake was the only way of getting out, they both battle each other. Snake wins, then after rescuing her when the room begins to collapse, realizes that she is indeed not La Clown. After a brief exchange of words (and a little help from Roger) they both agree to work together. She is then Snake's partner for the rest of the mission. It is revealed that the assassin La Clown was responsible for her father's death and her revenge is exacted (through the machinations of the Neoteny) near the end with Clown's death.
Teliko is also a playable character in Metal Gear Solid: Portable Ops by transfering a saved game from Metal Gear Acid. In that game, she is voiced by Kari Wahlgren.

Roger McCoy is an operative from the CIA. Originally from New Jersey. He's been away from actual combat missions for quite some time, and has been working as an instructor for new recruits.
Among past regrets, he once made a terrible mistake in the Vietnam War. There was a harsh battle, which took place in the midst of chaos -- in a place with no front lines as he put it. It took his unit hours just to advance a number of meters. The tension was thick. They received a tip at that time that a mole was among them -- an enemy spy. He deduced that one of his men in his unit, Jeff Jones (Lt. Leone) was the mole. The other soldiers in his unit were highly suspicious of each other and under a great deal of stress. But his accusing words were breath of a fresh air to them. Everyone chased after Jones accused, including Roger. It became a hunting game to them. Almost as if competing for his blood. Things got out of hand. But Jones shot down dozens of his men, and managed to get away. From then on, Jones' whereabouts were unknown.
When he went to bring Snake out of retirement, he claimed to be an acquaintance of Roy Campbel's from their Green Berets days who said that he recommended Snake highly. But the person who so enthusiastically recommended Snake for the mission was Alice Hazel. Alice agreed to participate on this mission on condition of Snake's involvement. Appointing Alice was a direct order. He had no choice but to accept her. Hence, they were both put in as spotters for Snake for the entire mission after Roger brought him out of retirement from his home in Ancourage, Alaska.
At the end, he attempted to redeem himself for participating in the conspiracy by turning his gun on Alice. However she immediately saw through him and ended up shooting him instead. Fortunately for him the shot was non-fatal, Alice died a few minutes later from a mental overflow of information due to her being part of the Neoteny, and Roger was to be hospitalized. He then learned from Snake that Jeff Jones wasn't the mole back in South Vietnam.
He then explains that an intelligence source informed him that the unit held responsible for invading the lab was a giant soldier with black hair. He knew that Jeff had taken on the name Leone and was participating in armed terror plots. He was embarrassed by what had happened back then. But at the same time, He couldn't let go. He volunteered for this as his final mission, in order to face Jones. When he introduced himself as Roger McCoy, Jeff answered, "Truly a pleasure." At that moment, he realized the truth and knew that Jeff wasn't the spy and felt that his misguided suspicions must had ruined Jeff's life. Snake then tells Roger that "Leone" had a tranquil expression on his face when he died, as if he'd been reunited with the father he hadn't seen for so long.

Alice Hazel is a young woman from England. She's been using her psychic abilities, namely remote viewing, to aid the FBI and CIA in various cases for a number of years. This is, however, revealed to be a cover-up for her own hidden motives. She was No. 16, the Neoteny, who was using the NEKAL silk powder as her mind-control agent to trick everyone to do her biding. She even tried her best to trick Solid Snake into being Hans Davis, Flemming's partner. But suddenly, her mind was overcome by the stress of taking over the minds of different people's memories and ideas, she couldn't handle that stress and later died.

Leone is the leader of a mercenary group, the Leone Unit. His group was dispatched to the Moloni Republic to fight in a civil war there, as part of an anti-government militia. He uses the real life anti-tank rifle PTRS-1941 which he can spin in front of himself with ease in order to perry incoming gunfire from his front. He is the leader of the armed forces on Lobito Island, however he does not control the ACUA forces that begin to kill his men. He captures Teliko in the beginning of the mission and later fights Snake. Later he and Snake decide to work together to stop Flemming from launching a nuclear warhead. However Leon is captured in doing so, and is brainwashed into a child-like insanity. Snake and Teliko meet the brainwashed Leon and are forced to attack him causing him fatal injuries. With his dying breaths he regains his sanity and compliments Snake and tells him to pass on some words to Roger, revealing that Leone was not the spy in Roger's Vietnam squad years ago.

Gary Murray is a lab worker involved in the incident. He's been requesting help from Snake, but his true motives hold a much larger design. He is actually William L. Flemming and leads BEAGLE. He keeps himself armed with a Makarov PM.

Two Marionettes who appear as though they hijacked flight 326 as well as executing the hostages onboard. However, this is only to make the passengers think so while under the muscle relaxant Vecuronium Bromide -- a chemical that could be lethal if inhaled excessively. They're simply two puppets used by a puppeteer who's the real hijacker.

La Clown (a.k.a Swallowtail) was part of the terrorist group occupying the Lobito laboratory. A master of disguise, La Clown's real name and motives are unknown. Her true gender is unknown at first, but it is eventually revealed that she is actually female. She first encountered Snake while posing as Teliko Friedman, calling him/herself "Swallow-Tail".
She cooperated with Snake and coerced him to give her the Pythagoras data when Snake was experiencing doubts concerning his own identity. She later double crossed Snake and stole the data. She forced Snake and the real Teliko to fight, although they eventually teamed up. La Clown confronted Snake and Teliko on their way to Metal Gear KODOQUE, retaining the appearance of Teliko in an attempt to confuse Snake. During the ensuing fight she appeared to teleport around the room and create copies of herself (which had the characteristics of ACUA soldiers). After being defeated in battle, La Clown reveals that her real face was disfigured in a fire. After she dies the burns appear on her face in the shape of a swallowtail butterfly.
Her abilities and background are easily comparable to Decoy Octopus and Psycho Mantis respectively.

A US Senator whose running for the 2016 presidential elections, and is also being held hostage onboard flight 326. He eventually figures out what's really going on but is soon killed in the end.

Claims to also be one of the hostages on flight 326 alongside Viggo Hach, but it's later revealed that she's the real terrorist who's hijacked the plane and carved numbers into the hostages.

Real name: Constence Flemming. A little girl and "Gary Murry's" real reason for assisting in a large design of terrorism. She's also one of the (apparent) hostages on flight 326. Although she might appear to be a helpless little girl at first glance, it's later revealed that she possesses enough enhanced human strength to at least overpower a grown woman. She was also No. 104, who helped stop No. 16 from killing many more people by killing Lena.

A CIA member who, like Roger, was also seemingly coaxed into the conspiracy. He doesn't appear until the end of the mission when he rescues Roger and arrives to a dead Alice. Although he did convince everyone that Vigo Hatch was "Emilio", the man behind the scenes who orchestrated the whole thing, Charles was in reality the real Emilio.

Female partner to Snake. She also suffers from memory loss and feels no remorse for killing. Her suit sleeves contain shuriken-type devices. She was sent to the SaintLogic facility by Wiseman to contain the situation there. Originally, Wiseman never planned to make his presence or Venus' presence known to Snake and Dalton.
Venus is also a playable character in Metal Gear Solid: Portable Ops by transfering a saved game from Metal Gear Acid 2. She is also mentioned in a conversation between Roy Campbell and Big Boss in which her visual appearance is commented.

An ex-FBI agent who captures Snake in the beginning of the game and forces him to infiltrate the StrateLogic facility to retrieve files on SaintLogic's business practices.

General with the United States Department of Defense. He claims to know about Snake's and Venus's past, and offers it in return for their assistance with his operation. He prefers efficiency over morality, and appears to have a hidden agenda.

Vice President of SaintLogic, who demands the release of 12 high ranking officials or he will launch a nuclear attack. He also demands that the SaintLogic president, Rodzinski, hand over the Lucinda File to him. Although, this is Dr. Koppelthorn's actual first appearance in a Metal Gear game, he was first mentioned by name in Metal Gear: Ghost Babel, where Mei Ling attempts to quote from him, only to get interrupted by Snake every time. The second game to make references to Dr. Koppelthorn was Metal Gear Solid 2: Substance, where in a sidestory he is mentioned to be creator of the Koppelthorn Engine, a VR simulation program that actually serves as a gateway to parallel worlds.

Thomas Koppelthorn's deceased wife. She was killed in the Praulia Massacre and left a record of what the test subjects really did, this record is called the "Lucinda File".

Young girl who is always with Dr. Takiyama and appears to be timid. In reality, she is an attempted reincarnation of Lucinda Koppelthorn, through a reconstruction of her consciousness, however later she is revealed to be a new consciousness with Lucinda's memories.

President of SaintLogic. Rodzinski has possession of the Lucinda file and is unwilling to reveal it to anyone. It is later discovered that Rodzinski was involved in the events of the Lucinda file and does not wish their contents to be publicized.

Self-proclaimed hacker extraodinaire. B.B. views the incident as some kind of game. He occasionally contacts Snake though Codec with advice. His image is firewalled and cannot be seen. In the end, Wiseman sends a police unit after him revealing that B.B. stood for BlackBoard and that B.B. was just an elementary school kid.

Chief of security at SaintLogic. He wields an RPG-7 and in combat is seen with 3 RPG shells on his back. During combat with him, the player can see black birds, possibly crows or ravens, flying around. He has glowing blue eyes and hides his face at all times using a black mask indicating that he may not be fully human.

Harab Serap is one of the test subjects in SaintLogic. Once he was released, he got revenge on all those who tormented him. His attacks include his detachable fists that he launches at Snake. These arms also serve as a means of rapid transportation: He launches his fists which are on wires and grabs a wall and pull himself toward the wall. In the Kabbalah faith Harab Serap (or Oreb Zareq) are the "Ravens of Dispersion", the demons of the Qlippothic form of Netzach Sephiroth.

Golab is a test subject who carries a large tube filled with oil or some kind of gasoline. One of his attacks is to swallow some fuel out of his tube and spit it out like a flamethrower over a wide area. Another attack that he uses starts off the same as the last one except he spits out the liquid onto a square on the field causing an oil slick. Possibly related, the Golachab (The Arsonists) are the demons of the Qlippothic form of Geburah Sephiroth.

Another of SaintLogic's test subjects. Chaigidiel's specialty is in hypnosis and psychic powers, which he can use to walk on ceilings and take control of one of the characters. He is armed with an M79 Grenade launcher. Yet another unholy Sephiroth of the Kabbalah faith.
