"Banpaku Kinen Koen" has never existed. The station was called Banpaku Kaijo during Expo 2005 and for several months thereafter; it was then renamed Ai-Chikyuhaku Kinen Koen. Aichi Prefectural University is a short walk from the station, and most anyone affiliated with the university (as I was during 2005 & 2006) can attest that the title of this photo is erroneous.
