Liberal is a city in Barton County, Missouri, United States. The population was 779 at the 2000 census.

As of the censusGR2 of 2000, there were 779 people, 328 households, and 212 families residing in the city. The population density was 358.1/km² (930.7/mi²). There were 361 housing units at an average density of 165.9/km² (431.3/mi²). The racial makeup of the city was 96.02% White, 0.26% African American, 1.54% Native American, 0.13% Asian, and 2.05% from two or more races. 1.16% of the population were Hispanic or Latino of any race.
There were 328 households out of which 36.6% had children under the age of 18 living with them, 47.3% were married couples living together, 14.0% had a female householder with no husband present, and 35.1% were non-families. 33.5% of all households were made up of individuals and 19.5% had someone living alone who was 65 years of age or older. The average household size was 2.38 and the average family size was 2.98.
In the city the population was spread out with 30.4% under the age of 18, 8.9% from 18 to 24, 25.9% from 25 to 44, 18.2% from 45 to 64, and 16.6% who were 65 years of age or older. The median age was 32 years. For every 100 females there were 82.9 males. For every 100 females age 18 and over, there were 81.9 males.
The median income for a household in the city was $24,375, and the median income for a family was $30,625. Males had a median income of $22,656 versus $21,406 for females. The per capita income for the city was $11,246. 19.6% of the population and 14.7% of families were below the poverty line. 30.7% of those under the age of 18 and 14.0% of those 65 and older were living below the poverty line.
