This image is protected by copyright, but I (xyzzyn) think its use in the article Libya is permissible under US fair use law because

  1. the image is a seal of the government of Libya, which is not the case for any other image,
  2. the image is a necessary illustration of Libya and
  3. the image is used in the article solely for the purpose of illustrating the country.
