THC's low solubility in water -

THC does have very limited miscibility with water - some 1.5 mg per 500mL. Active doses of THC range from 1 mg up, so it is reasonable to assume that a dose of water (500mL - 1L) could form a solvate with a dose of THC, containing enough to cause, at minimum, the threshold effects of THC alone (not the myriad chemicals responsible for the effects of cannabis - other active cannabinoids have varying miscibility with water.). Thus is assumed room-temperature pure water and nearly complete bioavailability of THC when consumed, already dissolved, in a quantity of water. Anecdotal evidence is varied.

The article doesn't seem to make sense: first he says that heating cannabis products makes them less potent, but then he goes on to explain how heating them increases their potency. Could someone please clarify this?
